Arrest made in fatal stranger attack in North Highlands

Sacramento County sheriff homicide detectives arrested a man Thursday morning in connection with the murder of a woman in North Highlands.

Juan V. Avalos, 28, of Sacramento was arrested and booked into the Sacramento County Main Jail on a charge of murder for the death of Nichole Riolo, 32. He is being held without possibility of bail, according to the sheriff's department spokesperson Sgt. Lisa Bowman. Jail officials say Avalos is under a psychiatric evaluation.

Sheriff's investigators say Riolo was driving on Watt Avenue near Larchmont Drive Wednesday night when she encountered a man in the street.

"They say he kicked the car," said David Powe of North Highlands.

Riolo lived with Powe and his daughter Rachel. The two women were engaged and planning an October wedding. Powe said Riolo was heading to work at a downtown convenience store that night.

CITRUS HEIGHTS, Caif - One year after a lender told city officials it would take possession of an abandoned house that had become a crime magnet, the house remains a neighborhood eyesore.

The owners of the house at 8333 Villaview Drive defaulted on the mortgage in 2009, but the lender -- US Bank -- never followed through with a trustee sale, leading to a situation known as a "zombie foreclosure."

Sacramento Fire Department uses new live streaming app to keep public informed

The Sacramento Fire Department has been serving the community since 1872, making it the oldest paid fire department west of the Mississippi, according to the department's spokesman Roberto Padilla. Now, the department is among the first few fire departments in California to utilize a new app to further inform the public in the case of an emergency.

'Periscope' is a new social media app that allows users to broadcast live pictures from their cell phone camera to a potentially global audience. The app runs through Twitter, and users can connect with an audience in real time through their cellphones. It operates similarly to a live chat room with a video stream.

According to Periscope's website, the creators wanted to "build the closest thing to teleportation."
